Workaround is to upgrade to
http://wikisuite.org/How-to-install-PHP-5-6-on-ClearOS
http://wikisuite.org/How-to-install-PHP-7-on-ClearOS

As of 2016-04, setting up a non-standard version of PHP breaks the access to phpMyAdmin fixed in latest 7.x

Long term solution is to offer multiple versions in the GUI, via Software Collections (SCL) or otherwise.

We need more recent versions of PHP-CLI as well (this is easy to do with Software Collections).
